José Luis Ycaza, Managing Director of Moscato Consulting Services, has built an exceptional career spanning both public service and private enterprise. Born in Ecuador, José began his professional journey with the Ministry of Foreign Trade before advancing to prominent leadership roles within the Ecuadorian government. He served as Governor to the International Monetary Fund (IMF) and Director of both the Latin American Reserve Fund and the Latin American Development Bank.

As President of the Board of the Central Bank of Ecuador, José led one of the nation’s most significant financial transformations: the conversion of Ecuador’s currency from the Sucre to the U.S. Dollar. This monumental achievement required strategic foresight, deep financial expertise, and the ability to manage complex economic challenges, solidifying his reputation as a trusted leader in global finance.

Transitioning to the private sector, José demonstrated his financial leadership as CFO of Universal Sweet Industries and Consorcio Nobis S.A., where he drove operational success and strategic growth. In recent years, he has focused on financial advising, working with industry leaders Merrill Lynch and Bank of America to help individuals and organizations achieve their financial goals.

José joined Moscato Consulting Services in October 2019, bringing with him a wealth of experience in both government and corporate finance.
